Even for seifuku with different frills and things, you might as well start with one that already exists, and edit in the differences, than start from scratch. But if it's not a unique piece of clothing, you might as well just retexture one already in the game, otherwise you are literally wasting your time. Look at ones already in the game that behave like you want yours to for guidance. Tail and accessories aren't hard even if you want them to move. If you already have a base face mesh from something else, it still might be less effort to change one already in cm3d2 to look like it, than to add shapes and face effects to it. Making one from scratch is just too time consuming.
The best thing to do, again, is to find one ingame that's as close to the one you want to make, this time keeping the mesh, and editing it to suit your needs. The difficulty with making faces isn't from making the face, but adding shapes afterwards, and it taking a very long time. It's literally just a one-time "bang your maid with a dude of a different color" and nobody really remembers what happened and everybody goes back to work kind of thing. NTR scenes are one-time event that it has zero impact on the story itself. While the NTR scenes has unique story and dialogue it doesn't really add anything to the game. That being said, the NTR for this game is kinda shitty. IF you turned on the NTR prevention however, not only it eliminates the option for you to get any NTR event mid-game, and you'll have to start over if you actually want to see what the NTR is like in this game. However I personally suggest you not to turn on NTR prevention even if you're against it, since the game WILL give you a dialogue choices to avoid the NTR chain from being triggered if you managed to satisfy the requirement.
This means you cannot trigger any NTR event or starts any scenes involve "exchanging partner" or "threesome". Turning NTR prevention on removes every single male but you from the game.
